When Access is still the right choice

A small team - roughly under 10 people using the database at once
Single site, or a handful of people who can share a synced file
You need something built and working quickly, on a modest budget
The logic is complex but the concurrent load is light - Access with VBA handles this well

When SQL Server is the better fit

Multiple people editing data at the same time, reliably, without corruption
Large or fast-growing volumes of data
You need secure remote or multi-site access, not just a locally shared file
The database needs to integrate cleanly with other systems - e-commerce, accounting, a PWA or web front end
You need proper backup, security and administration as the system becomes business-critical
